Dr. Thompson wrote an essay for the International Patristics Conference at Oxford, 1999, in which he discusses the authenticity of this letter, and concludes that it probably is authentic. The essay is entitled, “The Mother of all Forgeries? Who Wrote Jerome Epistle 19?” and you can download a PDF file by clicking the link.
