1.Those who steal church property and resources, by apostolic authority we drive them from the threshold of the holy mother, the Church, with anathemas, and we convict them and judge them to be sacrilegious. And not only them, but also everyone who consents with them, because not only those who act but also those who consent are judged on the matter. For an equal penalty embraces those who act and those who consent. And holy Augustine says this in a sermon on the Gospel of St. John: “Judas is the sacrilegious thief of the holy and lordly money-box. And whoever plunders or steals something from a church is comparable to the degenerate Jew.”

2. Things devoted on Easter must be consecrated on Epiphany or the days of the Apostles.

But let the bishops throughout the individual provinces see to it that inferiors do not give themselves preference over their superiors or do anything without consulting them except as pertains to their own parish, but let everyone bring forward and render a consonant verdict concerning their common cases, for otherwise they will have no force of action and will not be considered ecclesiastical.

If anyone would desire to fight in the church or make it so that he was first a cleric, then a lector, and later on an exorcist for the time which the bishop set, then an acolyte for five years, a sub-deacon for five years, a guardian of the martyrs for five years, a deacon for five years, a priest for three years, let him be proven in every role so that he has good testimony also from those who are in the market, namely, that he is the man of one wife who is still blessed by the priest, ad if he is proven worthy and the votes of the clergy and people come to meet him, he is canonically consecrated as a bishop. Afterwards neither clergy nor people should disturb him. For bishops, who are called the thrones of God, must not be harassed but rather exalted and venerated. Blessed Paul says about them, “Do not rebuke an elder but entreat him as a father.” For we also read, as the Lord himself teaches, that a student is not above his teacher, that is, no one should judge teaching for himself to the harm of his teachers and with any device drag down and defame the Lord’s disciples, that is, the successors of the apostles, for the harm of the teachers applies to Christ in whose place they perform this mission.

Students: “What are the things we should observe in the understanding of the divine Scriptures?” Teacher: “That those things which are said agree with the one speaking, that they do not differ from the reasons for which they have been said, that they are in harmony with times, places, order, and purpose.”

Let no priest accept as a gift anything temporally beneficial (but indeed spiritually detrimental!) from any public sinner or lewd person to keep him from mentioning his sin to the bishop or his agents. Let him not share in the sin and refuse to make this known to the bishops with regard to any person, relative, or friend. Let him not dare to accept a grace, favor, or gift from anyone repenting or bring the one not repenting worthily to reconciliation or spread for him testimony of reconciliation. Or let him not by any envy remove one repenting worthily from reconciliation. For this is simony and is in opposition with God and man.
